As President and Chief Executive Officer of CME, Mr. Cheney has overall responsibility for the operations of the Company, including technical project management, quality control, market development, and financial management. He is an alum of Oxford University’s Said School of Business where he earned a postgraduate diploma in Organizational Leadership.
Chief Technical Officer
Michael Culmo is a Civil Engineer with specialization in Bridge/Structure design and Highway design. He supervises a staff of eight engineers in the Transportation and Structures Group. He has extensive experience in the design of steel, concrete, prestressed concrete and timber structures and has been responsible for directing a design team on new expressway bridges, bridge rehabilitations, repairs of steel bridges and repair of prestressed concrete bridges. He is a pioneer in the progressive technology of Accelerated Bridge Construction. Under his direction, CME has had incredible success with projects utilizing this method and has won awards for style, utility and innovation in bridge design and construction. Prior to joining CME, Mr. Culmo was employed for thirteen years with the Connecticut Department of Transportation and, in his last position there, was a Supervising Engineer in the Bridge Design section.

Vice President, Natural Resources
Richard Strouse is a Civil Engineer and Land Surveyor who serves as a Vice President at CME and has extensive experience in site design and development, design and construction of storm drainage, water and sewer mains, and on-site sanitary sewage disposal. Mr. Strouse also has many years of experience providing construction layout services to private and commercial developers in southern New England and New York.

Evelyn Cole Smith brings more than 30 years of professional experience to her role as Principal and Director of CME’s Architectural Group. Her area of expertise is in Historic Preservation and is a recognized as Historical Architect under the standards set forth by the Secretary of the Interior. She holds an advanced degree in Historic Preservation from the University of Massachusetts, Amherst.

Director, Structural Engineering
Bryan Busch is a Civil Engineer specialized in structural engineering. Mr. Busch leads the Structural Design Division at CME and provides design, construction, and program management expertise for bridge projects. Kasey Silva serves as the Director of CME’s administrative and marketing team. She works with each technical team to ensure they have the resources and support needed. She also works to identify and develop relationships with sub-consultants to build strong partnerships for future opportunities.

Director, Highways & Traffic
George Jacobs is a Transportation Engineer with deep experience in the planning and design of highway corridor projects. His specific design expertise is focused on the layout of complex, multi-level, highway interchanges. At CME, George oversees a talented team of engineers in the Highways and Traffic group. In his role as Director, George is responsible for supporting the professional development of our staff, ensuring the quality delivery of projects, and assisting our clients meet their goals.
Prior to joining CME, George worked at Parsons Transportation Group, Wilbur Smith Assoc., Dewberry Engineers and AI Engineers, Inc. His various positions with these firms offered him the opportunity to be involved at the highest level with major projects around New England, across the nation, and internationally. Aside from his strength in project management, George is also a skilled business operations executive.

Director, Community Development
Rachel McQuillen is a talented Civil and Transportation Engineer with over 30 years of experience helping communities to improve their infrastructure, develop new neighborhoods and civic assets and make roadways safer for its citizens. She is a gifted Public Outreach specialist who listens to communities and their leadership to fully understand their needs, concerns, challenges, ideas and objectives. She facilitates dialog between factions to assist them in crafting solutions that they all will be happy to support.
Ms. McQuillen is supported by a team of seasoned professionals that are keen to context-sensitivity in planning and design. They have extensive experience helping municipalities to form strategies, implement policies, apply for funding, and develop designs to preserve and protect the unique qualities and features that define their area’s “sense of place.” Under Rachel’s leadership and guidance, this group will explore new opportunities, strengthen their portfolios and expand their service offerings.

Director, Civil Engineering
Scott Young is a Civil Engineer with specialized experience in the area of hydraulic and hydrologic analysis and designs. Mr. Young oversees a staff of engineers dedicated to providing this type of design for the replacement and rehabilitation of bridge structures, dams, and other infrastructure projects. Mr. Young is also experienced in the design of commercial and residential development projects, design and construction of storm drainage, public water system extensions, and sewer extensions.

Director, Project Management
Mr. Wurst is a licensed professional engineer with over 25 years of civil engineering project experience specializing in bridge and transportation structures design and project management/coordination. Much of his experience portfolio consists of work as a designer on the Connecticut Department of Transportation’s List Bridge Program and Federal Local Bridge Program. His project management experience consists of overseeing all aspects of bridge rehabilitation and replacement projects which includes: daily interaction with clients; management of design consultants; supervision of staff engineers and technicians; and coordination with stakeholders, outside agencies and the public.

Jodi O’Connor is a Professional Engineer with a Master’s degree in Civil Engineering with a concentration on Structural Engineering. As our Federal Local Bridge Coordinator, she currently administers and coordinates the efforts of multiple design teams, agencies, and municipal resources for bridge replacements throughout Connecticut.

Director, Planning Services
John Guszkowski is a certified planner with deep knowledge of municipal governments, regulations, and the permitting process on local and state levels is an invaluable resource to developers. Mr. Guszkowski is also experienced in grant writing, research and administration. He has assisted in the procurement of over a million dollars in grant funds for municipalities across Connecticut.

Director, Municipal Services
Chuck Eaton is a Civil Engineer that leads our construction services division. He has provided construction administration, inspection, management and clerk of the works services for a variety of infrastructure improvement projects. Mr. Eaton also has experience in managing funding requirements from various grant programs.

Director, Environmental Services
Wayne Bugden is a hydrogeologist and Director of Environmental Science at CME. He has conducted and managed environmental site assessments, hydrogeologic studies and hazardous material cleanups at sites throughout the northeastern U.S. As a Licensed Environmental Professional (CT LEP #357), and was appointed by Connecticut’s Governor Malloy to their Brownfield Working Group. Additionally, he has secured permits for water diversion associated with construction, mining and the development of public and industrial water supplies.

Deputy Director, Highways and Traffic
Mr. Talbot is a licensed professional engineer with over 27 years of experience in the transportation industry, including a broad range of transportation projects, program and construction management, as well as highway corridor studies and interchange designs. He has managed large-scale, multidisciplinary transportation improvements throughout Connecticut and across the Northeast. Robert is experienced in all aspects of design, including: horizontal and vertical geometry, drainage and hydraulics, maintenance and protection of traffic for major urban projects, utilities, right-of-way, signing, site design, Microstation and Inroads design, program management, construction management and preparation of final contract plans, cost estimates and specifications.

Corporate Contracts Manager
Deborah Martinek is charged with the management of the companies legal compliance and contractual obligations. She manages a team of administrators who oversee project contracts, licensing, and insurance requirements. She also assists in the evaluation of financial requirements and risk assessment for potential contracts.

Craig Bigger is Manager of our Land Surveying division. He is a licensed Land Surveyor versed in various techniques and technologies including Robotic Scanners, Bathymetric sonar, LiDAR and GPS. Mr. Bigger oversees the team charged with providing mapping, aerial control, location surveys and construction layout.

Human Resource Manager
Peggy Moulton is a certified Professional in Human Resources with years of experience in the field. Ms. Moulton is charged with leading our recruitment and staff development initiatives.
